ULI Cleveland’s UrbanPlan for Public Officials workshop in partnership with the CSU Levin College of Urban Affairs is scheduled for Friday, March 8th, 2019.

Through the UrbanPlan for Public Officials workshop, local decision-makers explore the forces that shape the built environment and the vital leadership roles that elected and appointed officials play in the real estate development process. Workshop participants will enjoy a hands-on learning experience to discuss challenging issues, public- and private-sector roles, complex trade offs and the economics at play in land use decision

A living case study

In a realistic, 3-D, game-like exercise, participants form competing development teams to respond to a hypothetical RFP for the redevelopment of a site in a fictitious town. Teams develop various building types and use a financial analysis tool to create a feasible proposal. Members of the Urban Land Institute (ULI) facilitate the exercise, provide feedback on conceptual proposals and serve as a committee reviewing final proposals. Finally, participants learn about a recent development in the metro area that will demonstrate parallels between the workshop exercise and the development process.

The workshop enables public officials to understand the tradeoffs and risks in the entitlement and negotiation process associated with land use, especially in public-private partnerships. By playing the role of developer during the exercise, decision-makers expand their knowledge of:

  • the basics of a pro forma and funding of a complex project
  • the economics of various building types and community benefits
  • the various time horizons for the public and private sectors
  • the risk associated with lengthy negotiations among all parties
  • the importance of a clear and open process in the selection of a private-sector partner

Dialogue with real estate experts

ULI Cleveland members volunteer their expertise for the UrbanPlan for Public Officials workshop, which imparts a sense of reality to the case study. Through the workshop, senior real estate professionals facilitate the type of dialogue that rarely otherwise occurs between the private and public sectors, and which has the potential to benefit communities throughout the Cleveland region.

Who should attend?

The UrbanPlan for Public Officials workshop is intended for elected officials, such as mayors and city council members, as well as appointed officials, such as planning commission members.

What to expect

The full-day workshop will be held on Friday, March 8, from 9 a.m. to 5 p.m., including breakfast and lunch.

The workshop agenda includes:

  • overview
  • vision: teams develop their vision for their proposal
  • proposal development: teams build out the components of their proposal
  • team discussion with facilitators
  • networking lunch
  • proposal revision
  • team discussion with facilitators
  • proposal finalization and presentation to the selection committee
  • local case study presentation
  • discussion of how the workshop can affect the work of public officials in their communities
