The Project Developer assists in the tracking of the capital project development process for the Cleveland Metroparks Planning and Design Department. The process includes the review and updating of long-range plans and funding sources for capital improvement programs, including master planning and facility development. The position supports the coordination of engineers, architects, planners, construction managers and GIS professionals in the design, planning, and execution of capital projects. The position also manages contracts and coordinates consultants through design and construction of capital improvements.
Essential Functions:
- Regular and predictable attendance is expected and required. All Cleveland Metroparks employees must be prepared to work flexible schedules, including evenings, weekends, and/or holidays as required.
- Manages contractual obligations, budgets, and the processing and management of invoices within the established accounting system for capital projects and assists in development of the annual Park District capital improvement plan.
- Execute the procedures of the Cleveland Metroparks Project Development Manual including the completion of the Project Development Checklist and Responsibly Matrix on a per project basis
- Updates the Planning and Design Department’s project list as required and assists in the preparation, tracking and execution of consultant and contractor contracts.
- Provides organization, and assistance to the Planning and Design Department staff.
- Work in concert with the Cleveland Metroparks design professionals to help coordinate the work of engineers, architects, planners, land conservation and real estate managers, construction project managers, and GIS professionals in the preparation of drawings, specifications, bid packages and permitting in connection with the construction or maintenance of a wide variety of engineering projects, including buildings, bridges, roads, piers, dams, trails, retaining walls and ecological restoration projects.
- In conjunction with Chief Planning and Design Officer and the Planning and Design staff, determine project scope, goals, objectives and alternatives for facility/property modifications.
- With Planning and Design staff, make detailed analyses of proposed projects for the economic and timing impacts.
- Prepares complete and comprehensive reports and makes recommendations on project scheduling, tracking and prioritization.
- Assists Park District administrators in determining future requirements and in programming and planning for additional facilities or repairs to existing facilities.
- Confers with administrators to determine specific projects and their scope
- Establishes priorities in relation to cost and urgency of project
- Correlates the administrator’s project on a Park District-wide basis
- Develops and oversees programs for quality assurance, process improvement, regulatory compliance and productivity enhancement.
- Ensures adherence to budget, established financial controls, and the Cleveland Metroparks Purchasing Manual. Prepares necessary documents to effect transfer of funds for various work matters relating to leases, contracts, right-of-way agreements, estimates, etc.
- Acts as liaison to and maintains relationships with applicable federal, state and local regulatory agencies.
- Assist in the preparation of Requests for Qualifications (‘RFQu’s”) and/or Request for Proposals (“RFP’s”) to solicit design consultants for specific projects and arranges for proper advertising and bidding.
- Assist in the preparation of Requests for Qualifications (‘RFQu’s”) and/or Request for Proposals (“RFP’s”) related to capital projects built with the design-build or construction manager project delivery methods.
- Monitors the progress and performance of consultants and reviews all requests for payment from design consultants.
- Acts as a liaison to Operations and Golf Departments of Cleveland Metroparks on specific and special projects
- Facilitates tracking and project execution related to Cleveland Metroparks ADA Transition Plan
- Keeps direct supervisor promptly informed of key/significant issues or concerns.
- Carries out duties and responsibilities in a safe and efficient manner to maintain a safe work environment and surrounding area for oneself, co-workers and public. Responds to hazardous situations and/or potentially unsafe conditions by taking corrective action as capable and promptly notifying supervisory personnel.
- Updates and enhances own knowledge by involvement in continuing education for professional growth (i.e., attends relevant conferences, seminars, in-service trainings, and certification programs)
- Performs related duties as assigned or apparent.
- Bachelor’s degree, from an accredited college or university in civil engineering, landscape architecture, planning, architecture, public administration, environmental science or closely related field required. Minimum of four (4) years progressive experience in real estate development, civil engineering, landscape architecture, planning, architecture, neighborhood development or related field. Must include contract management and project implementation experience.
Must have a good driving record (less than six (6) active points on driving records at the application stage of the hiring process) and possess a valid Ohio driver’s license. - Extensive knowledge of federal, state and local laws and regulations pertaining to land use, entitlements, permitting, project development sequence and construction.
- Understanding of the principles and practices of parks, trails, open space and recreation planning and design, and the management and protection of sensitive natural and cultural resources.
- Knowledge of the principles and practices of accounting, civil engineering, surveying, architecture, planning, urban development, environmental engineering and Geographic Information Systems (“GIS”).
- Knowledge of the principles of contracts (i.e. professional services, construction, real estate purchase) and land title (i.e. deeds, easements).
- Understanding of the due diligence process (i.e. geotechnical studies, land title review, environmental inquiry).
- Ability to develop and maintain effective working relationships with stakeholders, including employees and the general public.
- Ability to speak and write clearly, concisely and persuasively using correct grammar, spelling and punctuation with ability to communicate one-on-one or in group settings.
- Ability to perform work with a high degree of accuracy and exceptional organization.
- Management skills and strong business acumen, including problem solving, vision, ability to manage multiple programs and meet deadlines, collaboration, leadership, decision making and ability to analyze diverse facts and develop clear and concise reports and recommendations.

- Proficiency in software programs including all Microsoft Office programs and ability to learn proprietary accounting programs.
